Not all memories you might collect are good for crafting your legendary. The memory gets "absorbed" by the Runecaver and is then available for use in crafting your Legendary. When you get a memory you need to go back to the Runecaver and then right click on the memory in your bags. I got 2 from those in the last couple of days. Memories will drop from heroic dungeons (not necessarily the one you want but still).
